The State Review process was created in 1989 by the IOGCC Council on Regulatory Needs to develop Guidelines as an evaluation tool for state exploration and production waste management regulatory programs under the RCRA exemption. STRONGER was formed in 1999 to administer and carry forward the State Review process.
Originally developed in 1990, the scope of the Guidelines criteria used as the basis for State Reviews has expanded from three topics associated with exploration and production waste management evaluation, to nine topics addressing a wide array of environmental issues associated with oil and gas development.
In August 2014 STRONGER completed a comprehensive history and report on the State Review process. The report was updated in January 2016. Read the report here.
